1. Department of Social Development
To conduct an Institutional Audit of 465 Old Age Homes based throughout the country .
2. Department of Rural Development and Land Reform
To undertake an evaluation of all Area Based Plans, and to develop a Comprehensive Rural Development Progamme for the department..
3. Department of Economic Development (KZN)
To provide project management support to the Richmond Special Development Programme in the capacity building programmes for municipalities..
4. National Treasury and Limpopo Treasury (Technical Assistance Unit)
Capacity building of 13 Provincial Department in Results Based Management and the development of 5 year strategy plans.
5. MERSETA
Appointment of Umhlaba for the piloting of an Electronic Survey on the employability of Further Education and Training graduates.
6. MERSETA
Umhlaba developed a model for sector skills planning for the merSETA which is based on a mix of the most elements of skills planning models nationally and internationally.
7. European Community Delegation, Lesotho Local Government Support Programme
