Johannesburg Management

Umhlaba Development Services contracts a range of specialist development professionals and staff for its projects and programs. Staff is managed by Umhlaba’s core management consisting of four Directors.

  • Brendan Pearce
    Advocate Brendan Pearce is a Director of Umhlaba, and has also been admitted to the Johannesburg Bar Council as an advocate in 1998. Adv. Pearce has worked with a range of large institutions engaged in skills development, including the Local Government and Water SETA, the Legal Aid Board, and BMW-SA. He has until recently been contracted as CEO of the Manufacturing, Engineering and Related Services SETA (MerSETA). Prior to the MerSETA assignment he provided the senior management and Managing Director of the Land and Agricultural Bank of South Africa with strategic and project management support.
    Recent projects that are specific to the themes of the evaluation are his work with the Legal Aid Board, where he designed and implemented support to the internship program, part of a strategy to improve legal service standards to the poor and indigent. Adv. Pearce had also worked with a number of donors and paralegal institutions to promote and broaden community based paralegal service support, again in an attempt to broaden access to justice.

    Adv. Pearce is currently facilitating transformation of the Johannesburg Bar Council of Advocates, a strategy explicitly to promote the development of black and women advocates in the profession, and as a result to open the possibilities for them to progress to the Bench. His understanding of the challenges of the justice arena led to his facilitation of strategy of the Kwazulu Natal Provincial Integrated Justice Forum involving prosecuting authorities, police, Department of Social Development, magistrates etc.
    Adv. Pearce is also familiar with the local government terrain, and has implemented a turnaround strategy of the Local Government SETA to assist local government institutions and municipalities to promote skills development and put in a place a local government skills development framework for all municipalities in South Africa.

    Adv. Pearce is a black South African Citizen.

  • Dave Husy
    Dave Husy is a Director of Umhlaba, and is a senior specialist in strategy review and development. His more recent experience has focused on the governance terrain, with the development of a decentralisation strategy for the Austrian government in South Africa, management of an HIV/AIDS mainstreaming project for DFID-SA and DPLG, and management of an Impact Assessment of the NPO Act for the Department of Social Development.

    Dave Husy has also been involved in been a range of review and planning projects for development donors in South Africa. Mr. Husy is intimately familiar with the procedures and planning methodologies of donor agencies, and has worked with over 12 development donors in the past eighteen months. In addition, Mr. Husy has conducted projects with both parastatals and government departments, including the Land Bank, DWAF, and the Department of Land Affairs.

    Mr. Husy has extensive experience of working on policy and programs related to civil society and the development sector. He has conducted numerous innovative research projects to ascertain the role and impact of civil society, as well as program development for civil society strengthening. He has operated at a senior level of management in the NGO development world for 10 years, in his capacity as Director of the Farm Workers Research and Resource Project, and Deputy Director of the National Land Committee. He has engaged extensively with issues relating to civil society, and has been involved with a range of initiatives to promote an enabling environment.

    Mr. Husy also has specific experience of USAID in South Africa, and is familiar with the planning and program structure of the Agency. He has facilitated strategy development of the Health program (previously SO3), as well as aspects of the PEPFAR program including team building for RHAP and CDC, and short term strategy development for the education program (previously SO2). In addition, he has managed a research project to determine the net benefit of tax reform for NPO’s for SO1. Mr. Husy is currently a Director of Umhlaba, and has a Masters in Development Studies (cum laude). He is currently registered for PhD study with a focus on development finance with the University of the Witwatersrand.

  • Yasmin Turton
    Yasmin is a well-known Development Facilitator and Organisational Development specialist, having worked in the development sector for the past twenty years. Her more recent experience has been as Cluster Leader/Program Manager for the Social Development Cluster of the Alexandra Renewal Project (ARP). She has also managed the Public Participation process for the Master Planning of the Cradle of Humankind World Heritage Site.

    Yasmin’s work has ranged from conducting evaluations, capacity building and training, human resource and organisational development, and strategic planning support to a range of community based, non-governmental, and governmental institutions. Gender mainstreaming and integration of gender into projects and programs has often formed part of these interventions.

    Yasmin’s experience as an evaluator also includes being selected as the country consultant for donor agencies most notably, the AUSAID Gender Based Violence Program and Australian Government Funded NGO Projects in South Africa, Joseph Rowntree Program Evaluation, Royal Netherlands Embassy Youth Program, and an evaluation conducted for Bread for the World in Mauritius. Recent evaluations have also included work in other southern African countries.

    Yasmin has completed a Masters in Social Science (Community Development) in 1996. She also has a Diploma in Youth & Community Work obtained from the University of Birmingham, and in 1999 obtained a Certificate in Capacity Building for Development Managers from Cranfield School of Management in the UK.

    Ms. Turton is a black South African Citizen.

  • Sebolelo Nomvete
    Sebolelo Mokhobo-Nomvete has a Masters in Education from the University of Leeds. She served as Chief Executive Officer of the Media Printing Packaging and Publishing Sector Education and Training Authority until February 2005. She previously served as a senior manager at the South African Qualifications Authority and the Department of Labour. Sebolelo has joined Umhlaba Development Services as Managing Director in 2005 and is responsible for facilitating and managing our business strategy. She is also active in projects that require her extensive skills and experience. Her particular Skills and experience includes: Strategic Planning, Project Management, Policy Research and Development, Business Plan Development incl. Budget planning and monitoring, Monitoring and Evaluation, Quality Management and Assurance Systems, Curriculum Research and Development incl. Materials Development and Skills Development Planning.

    Ms. Nomvete is a black South African Citizen.

Johannesburg Staff

  • Lulu Makapela
    Lulu is the Operations Manager with Umhlaba, also providing management support to clients of Umhlaba. Lulu has previously worked in the financial administration of the National Land Committee, responsible for the accounts of multi-programme multi-donor budgets. She is currently providing financial administration support services to a range of non-profit organisations. She has completed her Business Management Certificate with UNISA and is currently doing her BBA (Bachelor in Business Administration) Degree. with UNISA.

  • Ntebogeng Mkhondo
    Ntebo is the Receptionist for Umhlaba. Ntebo completed her matric in 1999 at Wedela Technical High School and obtained a senior Certificate and N4 Business Management in 2000 at Carletonville College. She is currently completing a Diploma in Office Administration at Damelin.

    Previously, Ntebo worked as a Receptionist and Administrator for Moosa and Ram Optometrists and the political party AZAPO.

  • Bongiwe Mtshali
    Bongiwe is a research consultant with Umhlaba. She is a “graduate” of Umhlaba’s Tiyakene Programme, which aims to provide work experience to black development studies students.Bongi provides project coordination for the directors of Umhlaba and project Managers she is exposed to all the projects happening at Umhlaba ,she has developed extensive evaluation experience and research in a number of Umhlaba Projects, her practical experience as well as career path is driven by a firm belief in the values and principles of equity and equality at all levels of society. Bongi holds a B A Humanities Degree from Rand Afrikaans University and Honours in Social Sciences from the University of Johannesburg.

  • Maureen Moleya
    Maureen is the financial administrator responsible for assisting the operations manager with financial administration. Preparing all debtors reconciliation, she ensures that all payments to creditors and staff are made and she reconciles statements and invoices before payment is done. Data capturing and Filing, Office Administration. She oversees Umhlaba equipment and facilities, and keeps a record of maintenance plans and contracts for all office equipment. Travel and accommodation, makes bookings for travel and accommodation for all consultants and staff. Venue hires for meetings and workshops, provides accurate information to staff and consultants.

  • Danielle Dass
    Danielle Dass' career in training and development education began in the late 1980's when she began teaching at a bridging school for returning exiles. Her skills in Curriculum development and design; and materials development began here. She went on to manage the Department of Student Development and Culture at Technikon Witwatersrand where she gained extensive management and facilitation experience. Her experiences at Technikon SA as the adviser to the Dean of Research prepared her in the field of research management. Since 2001 she has worked extensively on SETA projects ranging from Curriculum Design, Materials Development, Policy Development, Provider Research, Provider Accreditation processes and Capacity Building interventions.

Durban Staff

  • Judy Mgobhozi
    Judy is currently studying towards her diploma in Human Resources Management through UNISA and has been in charge of overall administration for a number of large scale projects such as the impact evaluation of the KwaXimba Orphan and Vulnerable Children Project for Habitat for Humanity. She also co-ordinated the site visits and meetings for stakeholders involved in the Training and Development Needs Assessment conducted for CSAP. Judy has also been involved in the Domestic Violence Assistance Programme (DVAP) evaluation project where she was conducting interviews in Ixopo, iNquthu, Umlazi and Cator Manor. Judy is fully multilingual, fluent in 3 indigenous African languages and English. She is highly effective in terms of time management, pays good attention to detail and is proficient in MS Office suite.
